STATEMENT
by H.E. Dr Halid Genjac, member of the Presidency
of Bosnia and Herzegovina, Head of the Delegation
Doha, November 2000
Your Royal Majesties,
Your Royal Highnesses,
Your Excellencies,
Honourable Delegates,
Ladies and Gentlemen,
Dear Brothers and Sisters,
Asselamu Alleikum
Wa Rahmetuallah Wa Berekatuhu.
I am indeed honoured and pleased to whole heartedly greet this honourable gathering.
At the outset allow me, Your Highness, Honourable President, to express our
sincere gratitude for the invitation to address the Summit of the leaders of
Islamic Ummah and to thank the Host Country and His Highness Shaikh Hamad Bin
Khalifa Al-Thani, Emir of State of Qatar for the excellent organisation and
warm hospitality.
I am here as a member of the highest executive body of Bosnia and Herzegovina,
the Presidency, that has appointed me after the decision of H.E. Mr. Alija Izetbegovic
to release himself of the official duties.
First, I would like to forward to You the message of H.E. Mr. Alija Izetbegovic
his best wishes to all of you and for the success of your honourable
mission in building peace, democracy and prosperity of the Islamic Ummah: and,
also, in fulfilling so needed mission of solidarity of Islamic world.
Our brothers in Palestine, courageous and peaceful, are still suffering. They
deserve full support on the route for a just and durable peace. And, we sincerely
wish them success in their long and painful struggle for dignity, peace and
prosperity.
The contemporary world, still unfortunately predominantly guided by the aims
and inspirations of the real-politic, avoiding profound reforms of the world
order and working mostly on crises management policy, has been producing more
and more imbalances and, consequently, facing with more and more crises, inflicting
interests of many Muslims states and communities.
After almost five years of inconsistencies and hesitance international community
has established for B&H a strategy for rebuilding normal state, for the
revival and modernisation of our economy and for the speeder and more sustainable
return of refugees and displaced persons to their homes of origin.
However, we, particularly the Bosniac people, fear that the adopted strategy
will not produced results soon.
We are on the right way in the strengthening of the state institutions, although
it is done very slowly.
Political forces that have been pleading for the devision of B&H have been
obstructing the return of refugees, so that only about 5 % have returned to
their homes.
Now the resistance to the return of the refugees is some how decreasing, but
the financials sources for the reconstruction of their destroyed houses are
phasing out.
This is the most important issue in B&H for us. Why is it so?
Because the return of refugees to their homes and the reconstruction of their
houses and properties means the elimination of the consequences of genocide
and ethnic cleansing. It means the re-establishing of the pre-war ethnic structure
in B&H and the establishment of the democracy.
Today only one third pre-war economy is operating and one half of the working
population does not have any job opportunity.
The best that B&H possesses is its well-trained and responsible working
population which is now unemployed and for that reason is abandoning B&H.
Therefore we are claming your brotherly help to prevent it.
Please invite your businessmen to invest in B&H and make use of the advantage
offered by improving co-operation of B&H with the European Union countries.
Honourable Ladies and Gentlemen, Dear Brothers and Sisters,
This is the state of affairs in our country.
It is the ground on which we approach You, our best friends, to continue your
support for the sovereignty and integrity, for speeder revival of our economy
and, most urgently and most importantly, to help our refugees and displaced
persons to return urgently to their homes.
Our delegation on this Summit has submitted certain proposals along these lines.
We kindly ask you to adopt proposed documents relating to the Situation in Bosnia
and Herzegovina, Program of action and the adoption of the new mandate of the
OIC Assistant Mobilisation Group (AMG), including the establishment of the Trust
Fund for Urgent Return of Refugees and Displaced Persons.
Your Highness, Honourable President,
We, people of Bosnia and Herzegovina, feel obliged to express once again our
sincere gratitude to the OIC member countries, their peoples and their governments,
for the comprehension and permanent care for the State of Bosnia and Herzegovina
and for its people, not only in our struggle for survival, but also in building
peace, reviving economy and reintegrating our State.
I wish you all success in your deliberations.Let Almighty Allah Bless all of
you.
Thank You.
